Under System Settings -> Privacy & Security -> Full Disk Access 
Apps can be added to the List via the (+) Button or Drag & Drop, also under Sequoia 

Perhaps this helps ?

I have a properly notarized and amended version of Studio 11 (amended in that I have added a bunch of xcomps and firstruninstall items then notarized)

For me it works without issue….however one client has set up a brand new totally virgin Mac with Sequoia and tried installing my app. The app starts (so notarization is not an issue) however it then just opens the Trace Log - with nothing in it - it does *not* ask for access to the disk as I know it needs…..which gives them a problem as they cannot manually add the app to disk access (apparently)…..

Has anyone else experienced this or can offer any suggestions ???
