Upgrading Omnis/User pic 10.22 Runtime

I don’t use first run install on Windows. 

I install the runtime. I put my library and SQLite datafile into Startup in AppData Local. My installer program then. Copies both Omnis folders into itself and unpacks all files upon install.  Firstruninstall is not used.  When Omnis runs for the first time after install it finds all files already in place. So my understanding is that it doesn’t use firstruninstall in that case.
