Maybe try using an app like BatChmod to strip out the detritus. I think the "Clear xattrs" switch does that. I've been using that app for years (thanks to my partner Scott Archer) to prep the package and other files for code signing/DMG creation.

I've never had an issue with code signing although I've been struggling to notarize since moving my app to Studio 10.22. But I haven't tried with notarytool yet so I'll be giving that a try soon.
