Item Reference Won't Work

I checked around and I found that the Startup_Task is set to Property "External" as kTrue

I am desperately looking through the docs looking for "external" and can’t find the right information.

I am having a feeling that this External TRUE is the reason it won’t accept an Item Ref.

What does External mean as a property for the Startup task?

I notice that in my own library it is set to kFalse
