Failed to load .NET layer

I am building a new installer for my users for 10.2

Many moons ago I used to know how to prevent this message from appearing in my Trace log at start up - but I can’t recall (or find in archives) which file(s) need removing from the application tree to prevent it - can anyone else recall ??
