Too many users connecting to server

Hi Omnis Listers,
If I test any js form in my application, I get an error message, "Too many users connecting to server".I started receiving the error today after copying the library file from one windows machine to another.I'm able to open window classes without receiving this error message.
I'm able to logon to the postgresql server without receiving this error message.So I guess, the problem is within the $OS application.
How do I resolve this type of error?
