Once your odb service or shared datafile is available to Windows users, all you have to care is Microsoft CAL or TAL licenses for the correct amount of remote users.
Active Directory support is wanted by sys admin for Domain wide user rights management because Omnis apps ignore AD completely by default. User/group rights on local directories is the only way to enable/disable access to an app.
