Where are the menus on Windows?

I hardly work on Windows.. I only convert there, make an installer, and go.. I never stay there and develop.

Well today I am, in 10.2, and I notice my main menus that on the Mac are across the top of the screen are altogether missing.. 

Is there no main menu bar on Windows? I never realized this. I have important things in those menus and wonder where they are? 

Please comment.. I’m baffled by this.
