Postgres connect from Omnis 8.1 on Windows 10 VM in Azure environment

You might encounter the following message when you try to connect with
Omnis 8.1 or newer.

"The SQL Browser was unable to log on :
Client or interface function not available"

Tried many things as recommended in messages here on the issue. Got it to
work by starting a Postgres 10 server install but then after it installed a
Visual C++ component, cancel the installation since I did not want a
Postgres Server on the client machine.

Hope this helps others that encounter this issue.
