O$817 Windows - Postgres 11 - Connection failure

Hi,

I've seen messages about 'Client or Interface Function Not Available' on 
Mac...

I now have this on a new windows machine, our installer which works on 
all their other machines, comes back with this message on a new windows 
10 machine...

Seems its missing something.

Tried replacing libpq.dll and its subsidiaries, but still seems to fail.

The PC was setup by a third party, with ESET security... not super clear 
what else, so any thoughts about what might be a problem welcome.
