Displaying a PDF in oBrowser

I'm trying to display a PDF in oBrowser in v8.1.6. If the PDF is from a website, no problem.

If the PDF is on the local file system, I get nothing.

$urlorcontrolname is:
'file://Bean/Users/Bean/Desktop/2014_BIF_Program.pdf'

I've tried both with an without quotes around it just in case. And any other combination I can think of.

The same file on a website works with this:
http://thewebsite.com/2014_BIF_Program.pdf <http://thewebsite.com/2014_BIF_Program.pdf>

What am I missing?
