The other side of the coin is that one may want to run a business with the least amount of hassle, although there may be a money price to pay for that.
If you do not have enough clients to support a dedicated server, and your IT department is already overworked, a good case can be made for Azure.
We have partnered with a third party to manage Azure for us. We pay a fixed price per user, regardless of server usage. If we were larger scale it would certainly be worth our own dedicated servers and IT, but for now it is EASY PEASY and we are still making money.
