macOS Catalina (10.15) - notarize app requirement

Phil,
The article addresses things as of right now with 10.14 (you dont need to
be notarized right now).
If you find the small section "Upcoming requirements" it states.
"Mac apps, installer packages, and kernel extensions that are signed with
Developer ID must also be notarized by Apple in order to run on
macOS Catalina"
