>From what I understand, and this is theory, no practical experience. Apple has said the notarisation requirement is for new applications. If your application already has a profile it will, for the time being, be exempt. 
How Apple administers this difference I'm not sure. It may be that it only can for applications previously deployed through the AppStore. Time will tell.

Alan, 

Hello.  Does the fact that you are using Omnis with Catalina mean that we dont necessarily have to NOTARIZE our apps with Apple before running on Catalina? 

Previously someone posted verbiage from Apple saying ALL APPS must be notarized or they won’t run on Catalina. 

I’m wondering if I have to notarize my app before deploying it to Catalina.
