NO?: Hospital Information System for maternity clinic in Syria

Hi List,

i'm taking over responsibility for starting with a hospital information system 
for a 3000 Patients per month maternity clinic in a not so calm region of Syria.

Needs to be 
- easy to install
- very easy to use (arabic language)
- run mostly without internet (no cloud solution)

A java based open source solution has been suggested before i got involved.
Would love to see an omnis solution of course - but can't promise decent funds.

Any wisdom welcome.
