Failed Unicode conversion

Is there some way to fix a failed conversion?
I have a client who just managed to do this, resulting in weird national chars.


The file thinks it’s Unicode when it actually isn’t.
Some trick to make the file believe that it is not Unicode?
Then try a new conversion.
