SubWindow layering problem

Hi all
I have a problem with using a SubWindow that is being obscured by a list
object on the parent window despite setting the list to be the backmost
object and the SubWindow to be in front. It displays correctly using the
window editor. 

When I open the parent, the SubWindow is covered by the list - the list is
being made the front object. Curiously, if I bring any of the development
tools to front the SubWindow displays correctly. When I click onto the
parent window the SubWindow is obscured again (ie. Moves to back).

Is there a property I'm missing or is it impossible - so far it appears list
fields are the main problem.
