Hi Jim,
(1) Right click the 'Computer' icon on the Windows desktop. (or navigate
to \Control Panel\System and Security\System).
(2) Left click 'Device Manager'
(3) Right-click your network adapter, choose PROPERTIES
(4) Click the POWER MANAGEMENT tab, un-check 'ALLOW COMPUTER TO TURN OFF
THIS DEVICE TO SAVE POWER'.
Since this is a Surface Pro, you may also want to navigate to \Control
Panel\System and Security\Power Options\Edit Plan Settings, then Change
Advanced Power Settings -> Wireless Adapter Settings -> Power Saving
Mode: to MAXIMUM PERFORMANCE.
Good luck!

BUT I have no idea how to fix this.
