Opening a URL

If I wanted to open a URL with data drawn from my database so the full address is for example 
http://8centsms.scoast.net.au/listpro_sms.php?username=USERAME&callerid=YOURCOURCENUMBER&pwd=USERPASSWORD&destination=YOURDESTINATIONNUMBER&msg_content='YOURMESSAGE'
what command would I use, would it be HTTPOpen, I have tried that and I am getting a -3170 error.
