O$ - Determine if machine is using DHCP

Hi

It is because with an ODB installation we run into problems if the IP 
address of the server changes.

Getting people to use a Static IP address can be problematic, so we want 
to enhance the OBD Admin tool to detect if the server is running on a 
DHCP setup
