This is exactly the issue.  We all design window forms for our 
applications and have to make tradeoff decisions on size; minimum 
monitor resolution we want to support against what looks good in larger 
monitors at higher resolution.  Customers with smaller or higher than 
norm monitors, or eyesight outside the norm, don't always like our 
choices.  There is some amount of flexibility in using scale for 
objects, but it's often not pretty.  Users often ask me "why can't I set 
the view to 120% like I can in Word?".
